Council has already approved a Place of Worship at this address, why are they applying again?
Council had previously approved a place of worship at this address in 2011.The previous permit expired as works on the proposal did not begin within the required time period.
How is this application different to the previous application?
The proposed application is largely the same as the previously approved application. There has been some internal re-arrangement of rooms with the toilets now being relocated to the rear of the building and the library being moved to the front.
The site has also been consolidated to include number 25 Green Street (previously the proposed site comprised 27-31 Green Street).
· The proposal was assessed by Council against the requirements of the Casey Planning Scheme.
· The application proposes 216 carparking spaces.
· The Casey Planning Scheme requires 180 carparking spaces for the proposal.
· Accordingly, the proposal meets the requirement for car parking.
· A Place of Worship is a discretionary land use in the Industrial Zone.
· No external speakers or call to pray are proposed to occur from outside of the building.
Patron Numbers and Occurrence
· Generally, 50 to 100 persons at varying times throughout the day for prayers and religious information sessions.
· Friday prayers between 300 to 400 persons.
· A maximum of 600 persons are proposed during peak times (Islamic Festival for two days).
Building Height/ Design
· The proposal has an overall maximum building height (to the top of the minarets) of 14 metres.

· The planning scheme definitions do not distinguish between the different religions who might seek approval for a place of worship.
· Religion is not a relevant planning consideration.
