About the project

The City of Casey is proposing to rezone two parcels of land in Cranbourne to support future residential development and meet growing housing demand near the town centre.

This proposal, known as Planning Scheme Amendment C300case, would rezone farming land at 39-45 and 40-46 Cyril Beechey Lane for residential use. It also includes rezoning 12P Grandeur Court to public conservation to better protect the habitat of the endangered Southern Brown Bandicoot in the area.

A major part of this proposal is making sure the land is appropriate for future homes, especially because it’s located near two former landfill sites - the Casey and Stevensons Road landfills. An environmental assessment confirms the land is suitable for rezoning for residential development.

Consultation was open for feedback from 27 November to 15 January 2026. This consultation is now closed.

Next steps

  • All submissions will be reviewed. If there are any unresolved concerns, Council will refer them to an independent planning panel for further review in May 2026.
  • A final decision on whether to adopt the amendment will be made by Council at its April 2026 meeting.

  • Rezoning is just the first step. No development can occur until further planning stages are complete.
