The Plan applies to the land in the Manuka Road Precinct, Berwick outlined in red in the below image. The precinct is bounded by Manuka Road to the west, Allan Street to the south and the Cardinia Creek Regional Parklands to the north and east.
Overview
The Manuka Road Development Plan was developed in coordination with Parklea Developments in 2022, proposing up to approximately 165 residential allotments and more than two hectares of local open space. The proposal also protects heritage sites and significant vegetation within the Precinct.
Council placed the draft Plan on Community Consultation for seven weeks in December 2022 and January 2023. The Plan was finalised in response to submissions during the community consultation process, feedback received from referral agencies and further refinements by Council officers.
On 16 May 2023, Council resolved to note the outcome of the community consultation and subsequent changes to the Manuka Road Development Plan and adopt the finalised Development Plan.
UPDATE - 1 August 2024
The plan was subsequently subject to a VCAT appeal by Parklea Developments between June 2023 and March 2024. VCAT resolved on 28 March 2024 to set aside the approved Manuka Road Development Plan and no other Development Plan was approved for the site. Subject to specific exemptions in the Planning Scheme, a new Development Plan must be approved by Council before any permit can be granted for residential development in the area.
