About the project
We’re seeking community feedback on the draft 2025 Manuka Road Development Plan for land located at 42-80 Manuka Road, bound by Manuka Road (west), Allan Street (south) and the Cardinia Creek Regional Parklands (north and east) .
A Development Plan for this area was prepared and exhibited in 2023, and an amended version of the plan was endorsed by Council, responding to community submissions received at that time. Parklea Development did not agree with Council’s amended version and appealed Council’s decision to VCAT. As a result of the VCAT hearing, the 2023 Development Plan was revoked.
A new draft Development Plan has now been prepared for consideration by Council. Consultation is open for feedback from Monday 19 January to Sunday 1 March 2026.
The proposed plan aims to deliver:
- Around 150–160 housing lots in line with neighbourhood residential zoning and the surrounding area.
- New open spaces and shared path connections to nearby parklands for recreation and community use.
- Retention of significant trees and vegetation to protect the area’s green character and important animal habitats.
- Protection of heritage sites, including Clover Cottage and Minard Villa, with their external boundaries maintained alongside new residential development.
- Road upgrades, including sealing Allan Street and creating two new upgraded intersections on Manuka Road with turning lanes and pedestrian refuges.
