Council is reviewing its Kerbside Waste Services Policy to ensure it is clear, up to date, and simple to understand.

As part of this update, the kerbside service will be aligned with the Victorian Government’s four‑bin waste system, which includes introducing a separate glass bin and making the food and garden waste bin compulsory. The review proposes only a small number of minor changes to the current collection services. Most existing arrangements will stay the same, but we want to ensure the policy accurately reflects how services are delivered today.

We invite community members to share their feedback on the updated policy. Your input helps us make the policy clear, transparent, and in line with community expectations.

What can't be influenced

Casey must meet the requirements of the Circular Economy (Waste Reduction and Recycling) Act 2021 by 2027. This includes the introduction of a universal four‑bin waste and recycling service. To meet this requirement, Council will expand the food and garden waste service and introduce a new glass only service.

Food and Garden Waste Service Expansion: This service is currently optional for properties under 400 m² and for properties over 20,000 m². These exemptions will be removed. The service will become compulsory for all residential properties.

Glass Service Introduction: Every household in Casey will receive a new glass-only bin. The standard bin size will be 80 litres, and it will be collected every four weeks.

Council facilities have been removed from the key user group category.

  • Previously, sporting facilities, neighbourhood houses, kindergartens and health centres were grouped under this section.
  • Removing them allows Council to develop more tailored and appropriate waste services for each facility type.

Recycling services at some Council sites will be removed due to ongoing contamination issues.

  • Several sites have experienced persistent contamination and misuse, leading to poor resource recovery outcomes.
To maintain service quality and integrity, recycling services at underperforming sites will be removed for garbage bins.
